Although not mentioned in the instructions, the front panel marking shows a little thermometer next to the mains switch, looking at the schematic, it appears that the Clarkes use the light in the mains switch to indicate an over temerature condition. This then lights to indicate that the power to the torch is prevented until it's cooled down & the light goes off.
This is what's meant by the duty cycle, if you only ever use short periods & low power settngs, you may never see this.
