The way it's measured where we are is the ground adjacent to the house is the starting point....I'm on a slope (downhill) so turned out my 1.5m high deck wasn't a raised deck after all....got to love planning rulesOnce the new lawn is laid up against it it will probably only show a couple of bricks high so planing can do one

If the brick is against earth I'd suggest using either engineerings (bit ugly) or descent frost rated. We used frost rated in our front garden and it makes a massive difference with moisture and salts etc.
I looked on google...30cm above the existing ground adjacent to the house seems familiar.
