It's too hard to say without some background info.

As a guess I'd say

I'd say either a very bad Pulse welding cycle (because the droplets are at fairly regular intervals, but the detachment size and shape is not good)

Or perhaps a spray on a tubular wire like metal cored or flux cored

It's dip but high on voltage or low on wire speed. Got it in a video I use with the students.
