Site transformer repair ?

I have a working 110 v site transformer that the base had cracked and the sand leaked out, anyone know what exactly the sand does and can I either replace it with dry builders sand or just leave it out?

Heat management I believe. Kiln dried would probably be best but do a little digging

repair the case with catty paste and refill with dry block paving sand. its just for extra cooling . some are filled with resin mixed with sand
