The 25m coiled cable is acting as a choke, taking the top off the current spike.

As the live and neutral are both wound round the drum there will be zero net inductance.

It's resistance rather than inductance that's limiting the current.

That's an MCB not the RCD (that's the one on the left). .

Just out of interest (and not for the OP's eyes) That RCD on the left also has 40A written on it. So, is that just the maximum current carrying capacity of it or will it trip for currents in excess of 40 amps? (in addition to 30mA differential between L & N)

It's the maximum rated current it can switch. An RCD will only trip on the differential current between the live & neutral, an MCB trips when the rated current is exceeded.

An RCBO is a combined RCD and MCB.

RCBO = residual-current circuit breaker with overload protection

RCD = Residual current device

MCB = miniature circuit breaker

Update:

Just to let everyone here know, I sourced a C20 MCB and now it switches on no problem now.
