I don't get it whats the "side cutting edge angle"?
It's the 'side relief' shown in the third image.
Negative rake on the top?You need some top rake too, but make sure you stone the nose of the tool so that you have a small, visible radius.
I will try another pass with the carbide and take a better pic.Perhaps you have some vibration from somewhere too, loose gibs? Try locking anything you aren't using during the cut and see if things improve to try and isolate the problem.
Even with carbide the finish should be pretty good. I use carbide on brass because lazy. In your picture it doesn't look that bad to me?

Dont add a radius, you dont need it, sharper without.
How are you feeding? I suggest take a deeper cut, feed by hand as slow as possible with only light pressure on the hand wheel
the fastest cant remember the rpm.what spindle speed are you using?
but i get a really bad finish on that so may as well use brass.
