Securing a coal hole cover

Hi there

I,m not really a welder at all. But was wondering what,d be the best way to secure a metal coal hole cover. Years ago, the coalman used do his coal delivery through the hole. Now it's needed and I,d like to lock it down in some way.
Ideas sought.

Lift it, clean the contact rim and apply copious amounts of CT1 black sealant/glue. Replace. Job done.

Or if you want to keep it removable, drill and countersink a hole in the lid and bolt a length of chain or strapping to the underside and secure to something inside the cellar.

secured by 2 eyeless bolts and a bar was the way to secure them down or stop them opening
