Hi Jan its 230v +10% -6%
It used to be 240v but it was changed to harmonize with EU but hasn't really changed as far as I know just the tolerances. I measured it and its quite high here at 254v so on higher limit but in tolerance. Not much chance of getting it reduced as would have to get power company to alter HV transformer tappings but presume volts drop issues somewhere near by. I did wonder if this could be the issue, before sending it away I tried running it off a small inverter generator - no welding just wanted to see if same error was visible - U-P still came up. I also out of curiosity put a few KW load on the supply to the house and got a few volts drop on the incoming supply (I cant remember what) and still U-P. And when I took it down to guys to fix - showed them error off their supply.
