Should there have been a resistor across the caps originally as there wasn't one on there when I pulled the old caps out, unless it is located somewhere else..
Actually I think I can remember it still being live for a few seconds with the original caps in place. It's been awhile.
Usually they have a resistor, if the tip being live for a while doesn't bother you, I wouldn't worry about it.
I don't like the wire staying electrically hot.
If you want to add one, just add a 50-75 ohm wire wound resistor of at at least 20watts across the capacitor.
Keep wires and things from touching the body of the resistor, it can get very hot.

Thanks for all the help, I think i'll leave it as is for the time being as I have put all the case back together, but next time I have it apart I will add the resistor It's not really a huge issue at the moment.
