It depends on the contract for ROU or indeed rental.
Some are for a fixed term IE 1, 3 or 5 years which when paid up front and is non refundable for the contract period (unless the company allows a refund for goodwill)
If you only want a cylinder for a one off job you can often negotiate a daily rate but this is usually only economical for short term hire.
