If its hardened , you cant beat a needle gun and ear defenders.
Anything other than hardened , no matter what method I use involves copious amounts of foul language and lots of tea breaks

I have a Bosch power scraper / carver, i think they are now discontinued but are excelent for removing heavy paint & underseal.
They come with a variety of chisels & a 2" wide scraper blade, With the carbide edge ground with a tiny square edge on it & corners ground off slightly It will shift just about anything. Best tool for shifting heavy antifouling off boats as well!
Best thing I borrowed from a bodyshop was like an angle grinder at 90 degrees with a drive wheel. There were elastic bands of wire 'claws' for want of a better description. It's purpose designed and was mega. I'll find out it's name
May be made by Wurth?
edit. It was this
Heat gun and scraper on thick factory underseal
They aren’t too bad. It’s an elastic band from memory. It doesn’t shed its spikes either, not like those grinder attachmentsCripes, I can't imagine what sort of PPE would stop one of those letting go at high speed.

Poly disks I find are the best on an angle grinder remove it a treat. View attachment 270294
