From my experience with planners, (only as a bloke who's been through the planning mill 6 or 7 times over the yearrs with household/garage/workshop stuff) it would be worth getting some advice from a local planning consultant/architect. These people should have a good idea of what you will and won't be able to get past your local planning dept.
If you don't want to do that, spend some time with a planner, you can make an appointment and you do have the right to speak to one. They're incredibly cagey about what you can do, but you'll probably get a steer as to what they won't pass/recommend. So, for instance, if you suggested changing to a hipped roofline on the neighbour's side of your extension you can make the case that this would only increase the height of an existing wall by a reasonable amount, would remove or lessen any loss of light whilst reducing the visual impact of the extension on the side elevation and see whether you get a yes/no/maybe answer.
The 12.5 metres to the next property can't be a planning requirement that is set in stone there's a newly built estate up the road from me where the houses/windows are a lot closer than 10 metres, let alone 12.5
