Might need a saparate pump and 3ph motor at this rate, ideally needs to have 2mm wall and ends threaded on ~15mm copper pipe to attach into 50mm diameter 3mm wall steel stainless pipe.
Pump on each end will do to push: pull the fluid but I think there'll need to be ~16m of copper pipe for the cooling coil, 100mm spacings between loops and 500mm diameter loops!!
I think the propylene glycol:water mix should operate quite well at an 80:20 mix, but a lab test will have to be run first.
The problem with a 50:50 salt ice bath is maintaining it, it rapidly cools on mixing and will have to be monitored and drained continuously.
A better solution might be to make a stainless bath for a chest freezer and fill it full of 100% propylene glycol and submerse the cooling coil into it though a slot cut in the side, place a vent on the top and an agitator and it's self contained and regulating.
You'll need one that can go as low as -30°C to make it cost effective though, but once running should be ok. Several could be linked in banks then to work together in a "cooling plant"...

Only my own vino or spirits when I can handle them, affects me too badly these days due to almost zero body fat
