You don't need a lathe, you can use a saw, I use a cutting disc, then chamfer by rotating against a sander or file if you don't have a sander or grinder, thats how we were taught as apprentice's 50 years ago, always served me well
Thread on nut.
Cut with hacksaw or slitting disc.
Tidy up burrs on bench grinder.
Clean out threads with wire brush mounted on other side of aforementioned bench grinder.
Remove nut.
Been doing it this way for years and 99% of the time the nut isn't needed, the threads are perfect.
Do use grips to hold bolt as the wire brush tends to grab the bolt and fling it into the darkest depths under the bench.
Usually happens when you are shortening that odd size bolt you drove 20 miles to buy and you only have one of them!

The chamfer doesn't need to be that precise, and try the nut on...

if your a real fanny cut the bolt. face it up in the lathe and run a die over it . 
when its finished and fitted make sure the bolt head sticks out from the nut 1/8 th of an inch to be correct 
and don't forget to put washers on

It's only a simple task if someone can do it though.
What one person classes as simple, others may find a chore. I'm in the camp of hacksaw, face with file and remove any burrs with a triangular or small file. Never bother running a nut on first myself, and never had any problems.

Ah, and then if you introduce CE marking, and you alter the fixing......the conformity certification is no longer valid for the fixings.
