Trying to figure out the loss of power as max is the same power as min n both rocker switches work

As eddie49's comprehensive reply on that thread, a rectifier, constructed from diode(s) converts AC to DC. You should read a potential difference across it in DC volts. A resistance is not an output, but a measurement of how much the object under test resists current flow. Have you checked the connections as per the other thread, assuming this is the same welder?
