I’ve got the Wera keys all in long series, and they’ve been great.I feel qualified to answer this, since I buy at least a dozen sets every year for fitters at work, and I've tried a few different makes.
3 criteria for me - holder design, quality of the keys, and availability. No good saying "umbrako are the best" when I can't buy 10 metric ball-end sets at a time.
1. RS Pro - the chrome finish metric sets are superb, and they have more sizes than any other set. Shame they only do them in Long, and not regular length. I buy these mostly now.
2. Facom - have the best holders bar none, and the keys are excellent quality. No 5.5mm.
3. Older Draper - excellent quality, long lasting, just a shame the holders are rubbish now. I stopped buying them because of the holders. Cheap, too!
4. King Dick - these are rebranded keys, good quality, but the lead times on KD stuff stopped me buying.
5. Wera - bang average quality, they are a bit too brittle and snap.
99999999. Beta - worst hex keys ever made, they're soft and they round the corners without even trying.
Next sets I order will be some of these though, they tick all the boxes:
