Recommendations for a wooden workshop floor sought

There's a good reason they don't use standard OSB for floors is not water proof. If you paint the top and not the bottom it will allow mosture in and will just break down the structure from the bottom up. If you have to use OSB, paint both sides and the ends before you lay it, at least it has a chance then.
Or better still sell the OSB and buy flooring grade chip board or exterior grade ply. Then paint.

The floor itself is suspended nine inches from the ground surface (concrete) and fully insulated using rockwool. There are no water ingress points into the floorspace. Think shed but "made better" by an enthusiastic muppet (me)

Cheap lino (is that what its still called?).

It will get damaged. When it does, replace it with cheap lino.

I think it's "cushionfloor" nowadays but it's lino to me as well. I'd thought about it but you don't get cheap stuff now and it all seems a spongy so it'll tear badly very easily.

I do have access to carpet floor tiles but I'm not sure that's gonna be any better as I'll be gluing every damn one down.

What about tong and groove laminate?

Cheapest is about £5/sq m - depends how big your shed is.

Its pretty hard wearing - just need to get one suitable for bathrooms.

Julians idea is actually not bad...the laminate is very hard wearing and cheap enough, I glued a bit at the entrance to one of my sheds as a temporary patch over a damaged section, it's been temporary for 5 years now and still in good nick, was not even the water resisitant one either.

A facebook request for some could give very cheap or even free results, always somebody lifting it for a newer design or carpet replacement.

Most of the laminates get properly slippery when wet though, even the 'moist environment' ones...
Given that one of the original specs was 'oil resistant at least long enough to mop up a spill' I'd assume there's going to be oil around which imo won't mix well with staying upright on laminate.

I have met him in person, he is a young lad and will bounce fine with minimal injury risk

But you can't MIG or MMA inside without burning holes , although TIG is proving a solution in the making.
