Increasing the length with any vacuum, (within reason), is generally no issue. If you're increasing the bore by more than a small amount, however, then any vacuum will start to struggle.

When you say a 'small' amount, is there a rule of thumb or calculation? Increasing the bore should improve things as less losses due to boundary layer.

The difference in what? A drain pipe flows freely compared to a straw.
The level of vacuum won't make a difference if there's no airflow through the pipe. Likewise, no restriction leads to a massive airflow yet no vacuum.
