I'm not a pro spark so don't want to spend a fortune but I do a fair bit of work on motors for my own hobbies and bits and pieces around the house plus I dabble in a bit of electronics now and then.
I have an ancient ex-BT Fluke, a bit like this one but its seen better days and I always thought the leads were crap. I also have a cheapo 10 quid ebay jobbie, ideal for throwing in the toolbox for occasional use and if the neighbour wants to borrow one
I've been looking at the Fluke 15B+ and 17B+ for around £57 ad £75 respectively, they seem to have all the features I want although I would pay up to around £100 for a quality meter.
