Ratcheting adjustable?

Whilst looking for a spanner on ebay I came across this, so what is the ratcheting part, the head or the adjustment screw?:

Intrigued I found a video:

It slips the fit so you can grab the next flat face...
....would be odd using it.

Looks like a tricky thing to use...and it would round off a nut or bolt pdq in my opinion ....

Looks like the ratchet is in the 'neck'.

It's clear from the video how it works - opening the jaw when the handle pivots as you turn it backwards.

I've not tried every ratcheting open ended/adjustable spanner but don't have a high regard of them. They require 1/6 of a turn to work and aren't usually very strong plus the fastener needs to have a good bit of resistance otherwise it'll turn back as you try to 'ratchet' with it.
Not many applications where they're of much benefit - they'd be last of my list to buy after just about every other type of spanner available.

Another option would be knipex plierswrench they seem to get very good reviews
