You can delete the shortcut but it wont delete the program. You have to go through 'control panel' to do that.It signifies a shortcut to a program or folder &c, rather than the program itself. Right click and select "properties" for details.
- to be precise, it will only run smoothly, the ORIGINAL release of Win95! It has a storming 133MHz processer and 16Mb of RAM. Bizarrely, it also has one of the best displays I ever saw on a laptop until only the last 3 or 4 years - and instead of one of those godawful touchpad things, it has a tiny embedded joystick in the middle of the keys. I always found it much nicer to use than a pad, so much so that if I use Nursy's laptop, I plug in a mouse!One wouldn't boot propoerly so I lost my patience, took the hard drive out and binned it... it ran Win98.

Why would you want to remove the little arrows?
If you want a really heavy laptop get yourself an Osborne, 640K RAM, twin 360K floppy, 7" screen - bulletproof.
