It should be an external thread on a pub cylinder so you will need a die not a tap.
good old googleCO2 cylinder valves have a special thread. In Europe, the thread conforms to British Standard 341 Part 1 (.860 in x 1/14 in W) or the direct European equivalent (DIN 477, SN 219505, etc). These threads are interchangeable.
British BS341 No.8 European DIN 477 No.6 and SN 219505Type 7
French NF E 29-650 Type C
And ptfe is not used they seal against the flat face on the end of the thread on the cylinder usually with a fibre washer or o ring
Hopefully your cylinder just looks bad and you can get it ready filledManaged to file the thread back so can now get regulator on, lets see if anybody will fill it
You are right but they only want their own cylinders back and looking at that one I can't see anyone exchanging itI used pub bottles when I lived in the UK ,(I do the same here )...but never got them filled just exchanged, ie turn up with an empty that belongs to the brewery or gas retailer and pay £10 and leave with afresh bottle ,I didnt know you could get 'em filled ...jeff....
you could have the same accident with any bottle and the outcome would be the sameI can understand why there is a use for pub bottles, what if there is a serious accident with the bottle. Where is the tractability.?

more chance of a aerosol of butane lighter fuel going up . what can realy happen to co2 apart from neck the valve off thats well protectedWell for for me living here it's just an easy option .. 40 euros deposit and 15 euros for an exchange at a beer wholesaler 40 mins drive from my house ...to get argoshield it might take 10 days for a refil.... plus a whole load of paper work and stuf like that .....but in the real world how dangerous is one cylinder of co2 ?....jeff
