I unknowingly bought a stolen Range Rover from a 4x4 specialist in Birmingham, first time I tried to tax it I had the police stolen vehicle unit round to check it over and interview me. Turned out it had been "ringed" but luckily for me the changes made the car worth a lot more than the original insurance company paid out so I was able to keep it. The insurance company did try to sell me the original registration number for a few hundred quid, but I declined and heard nothing more from them.

No but I think you may be on about JNR/Toprange in Wainwright Street and the Range Rover "merry go round"

In Pennsylvania, the vehicles are titled with the state.

You see a notary for the xfer. You and the seller must show up in person,
show I.D. and the notary takes the receipt (or a copy of) and everyone signs
on the dotted line as to who did what, and how much was paid.

This is where you pay the sales tax on the transaction as well, right in the Notary's office.

Official stamp is applied, and it all get's mailed off to Harrisburg (state capital)
by the notary.

If you need a plate or sticker, Notary provides it.

A few weeks later, new owner gets a title from the state.

Ohio is very similar, I think most states are.

I would have thought the UK would have similar as well ?

This has happened with houses.

There's a web site I think that you can register and be notified of property changes ...quite handy especially if you have older friends/relatives.

On the car ownership...copy of the receipt I think is strong evidence...especially if the seller signed it.

You can register with the Land Registry. Any queries or worse and they contact you. Ever 6 months you get an email telling you nothing has been detected. Costs nothing and easy to sign up to.

That is a good question, as even if you buy new, you have to hope that nobody is fiddling things, as I know of two manufacturer dealers who got done for fraud.

One got caught out as somebody wrote off their new car within a year of buying it, and in the ensuing settlement, it was established that the car had been acquired by the independent dealer to be used as a rental/courtesy (the marque in question used to give dealers a deal for rental vehicles, but they had to keep the vehicle for a minimum time), and was actually still owned by the manufacturer. The ensuing inquiry resulted in multiple counts of fraud, and the dealership being stripped.

The other, coincidentally the same brand, was a questionably owned hire company/dealer who won a contract to supply a fairly large organisation with vans and maintenance. Said company went bust, and in the ensuing aftermath, although the organisation had paid for the new vans outright, the hire company had taken out leases to buy them, and pocketed the money.

I’ve done that a while ago, after someone local had his house transferred by accident. No idea whose mistake, but woke up to find on paper he no longer owned his house. It was soon sorted though. As you say, at 6 monthly intervals you get a email.

I did that with mums house (put ours on at the same time) as she was losing her marbles at the time and we were concerned about one of her carers.

I’ve done that a while ago, after someone local had his house transferred by accident. No idea whose mistake, but woke up to find on paper he no longer owned his house. It was soon sorted though. As you say, at 6 monthly intervals you get a email.

One of my uncles house was never registered when he bought it, it only came to light when he died and the solicitors had problems swapping everything over to his wife, luckily he was a hoarder of paperwork and had kept all of the original sales receipts.
