The volume of fluid needed to extend the ram is greater than the volume needed to retract it (due to the shaft taking up volume within the cylinder). Fluid level will drop as the ram extends as more fluid is being fed to that side than is coming back from the other side. This could be just a case of low fluid level and it's sucking in air that way. It's difficult to say from the pics, but is your level low?
