As its for a router you wouldn't need phone and text but at least on Smartys website unlimited data is £20/month.

Unlimited Voice, Text & Data when it is offered £5 cheaper than Unlimited Data Only. No brainer.
After all you could move the SIM to a phone if needed.
BTW the £15 a month offer is for 15 months but as it is a PAYG tariff you can cancel at anytime without penalty.
