Plumbing help for toilet cistern

We got a new bathroom fitted around four years ago and one of these little luxuries that you never appreciate until you get it is that the bog cistern used to fill up in what felt like seconds.

Now it's taking 3-5 minutes to fill. I've managed to figure out how to get into it (it's underneath a worktop) and can see that the water is just trickling - pushing the ballcock up and down works as expected but doesn't do anything to increase flow. A poke with a finger doesn't seem to detach anything obvious.

Any thoughts on what to do or replace?

There's normally a little stop-cock on the feed, that hasn't been turned accidentally?

Looks like limescale buildup, replace

Happy to take "it" out if you can point me in the direction of what "it" is

Is it this whole head:

...or a smaller component?

Edit: we're in a soft water area, and didn't think limescale was a thing in that environment - definitely don't get it on taps, kettle elements, etc.

They often come with 2 valves one red and white or blue any way colour ain't important. One is for low pressure one is for high pressure if it has always been like this maybe the wrong one was fitted ie a high pressure one. The hole is smaller.

One of mine did this. It was the valve breaking so it wasn't working as it should. Initially it was slow to fill, then it leaked continuously.

unscrew the round thing at the back of your picture. The valve is behind that. Take it out and inspect it, I reckon it will have a split in it. If not clean it and make sure no scale is blocking anything. (turn the supply off to the cistern first!)
