yes its will follow the car with out having a driver in it, using a rigid towing pole you need a second driver so the towed vehicle will have operating brakeshow does the a frame attach to the car being towed? Does it make the wheels turn to go round corners?
I had to do a trailer test a few years ago and looked up the rules and regs. Don't remember seeing anything about towing a car on the ground though. Seems illogical that a trailer over 750kg needs brakes but you could pull a 1500kg car on an a frame or tow pole using just the towing vehicle's brakes?
lots of dvla rules seem illogical though so hardly surprising. Trailer weighs work on "maximum allowable mass" not actual mass eg: My old trailer had a gross weight of 2700kg but my new van is only rated to tow 2200kg therefore I couldn't legally pull it, not even empty. The trailer weighed about 600kg so potentially I could be fined for pulling a 600kg trailer with brakes but not for pulling a 750kg trailer without!!!
