thats probably what he means top of pipe to drill . its a bit dificult finding the center of a pipe end in freshair with a centerfinder

My thoughts exactly - the first two tools were for finding the centre of the end of round bar.

Are you meaning for fitting plates, flanges etc?

I tend to use a centre finder from a combination set, with the 45deg square head also fitted on the rule, then use the spirit level on the square head to get the rule verticle.

If you're going down the length of a tube, try using a piece of angle along its length. As long as its smaller than the tube ie. 1/4" angle on 1" tube you will end up with a centre line.

that is true but it depends on why he needs to find the top dead center

A centering head is the tool of choice for marking TDC on a pipe. TDC can be marked very easily using a square and a level. Mark the radius of the pipe on the inside edge of one blade of the square, using the level on the marked blade bring the other blade of the square against the side of the pipe, the radius mark will now be at TDC.
