I currently have a SIP F16-16 0.75hp pillar drill and I am looking to improve my drilling technique using it as i know it could be a decent drill if the user had a decent technique .
Today after much deliberation (I couldnt decided whether to buy a cobalt set or titanium coated, but due to the cost of a cobalt set and not owning a grinder to sharpen bits) I purchased the following bosch drill bit set (http://www.toolstation.com/shop/p65460) to replace my silverline drill bit set as I managed to snap a lot of bits and dull quite a few of them with poor drilling technique. I have also purchased some drilling oil (http://www.toolstation.com/shop/p75018) to try and improve things.
So I am wanting to replace my crap clarke drill press vice (never again will i invest in clarke tools). It has a lot of play in it (the clamping jaw moves both vertically and horizontally).
I have a budget of around £50 for a decent vice. Is this budget sufficient or should I be looking to spend more? I have found the following vice on ebay, does this look any good? What things do you look for in a quality drill vice?

Ideally it needs to be at least 100mm wide with a thin sheet slot as I drill a lot of holes in 3mm plate and one of the main issues with my clarke vice is that it doesn't have a thin sheet slot meaning the work piece would always move of fall out of the vice.
I have also printed and laminated a drill speed table, and for any holes larger than 6mm I will be using a pilot hole.
Also I am looking to service my drill, I bought it for £35 from ebay. It was in an alright condition, but the spindle is bent so the chuck will not fully retract and it is a bit stiff to move the spindle downwards to start with but then it will free up after the initial few cm of movement. Will this bent spindle have an affect on drilling quality? It is only £13 for a new spindle + delivery so I will be buying one next week when I can check the part numbers for the spindle, I just don't know much about pillar drill drilling quality so thought I would ask.
What things are normally serviced on a drill? I have checked that all bolts are tight and that the belts are of the correct tension, I have also cleaned off all of the surface rust and given the drill a coating of silicone based oil. How often do the bearings require repacking?
