Although it's expensive were still 20p per litre below summer 2022 prices, and people still managed to get to work and go on holiday then. So I can't see the government stepping in untill we surpass the 2022 high as a minimum, can you?

I can't see the government stepping in at all. They'll just reap the tax income and ignore the cost of living, I mean that's been their way since July 2024.
I don't remember fuel being that expensive then or remember people going to work as it was work from home and definitely no holidays during covid.
Edit. you aren't talking about covid period but of Russian invasion of Ukraine when they cut fuel duty.
