Peashooter faulty?

My new peashooter arrived today, so I checked my MIG gas flow, couldn't make any sense of it at all, had to screw the reg in way too far to get 10lmin, couldn't have been that far out for years!

Checking inside the rubber cone there is what appears to be a flap valve which closes off the flow after a split second, this can't be right surely, can I just pull it off as it seems to be a manufacturing fault?

looks like a manufacturing defect to me, but i'm sure someone that owns one will be able to tell you for sure!

FAULTY... should just have the ball bearing nestling in the top of the cone, mind they can also get sticky sometimes.. mine does if not used for a while.

Like Ragnarok says, that bit probably should have been punched out at the manufacturing stage.
