Indeed. The co op car park I mentioned earlier actually has two hours free parking then it’s a charge after that - this is to deter tourists parking there all day which meant residents couldn’t get to the shops.Or, one could argue it is a deterrent. If nobody got penalised for breaking the parking rules it would be chaos, as we’ve all seen the clowns who basically abandon their car, rather than carefully position it to make life easier for all the other people who use the car park.

The co op pays the private parking company and that’s how that second company makes their money. All seems perfectly reasonable to me, yet people still argue about it on the local Facebook page.
