Have you looked at the obvious to make sure all the linkages are free to operate and the valve is opening and closing.
If there is any signs of oil leakage, is the oil still at the correct oil level.
Apart from that there isnt much else to do apart from a faulty seal.
May just be a sticky linkage from the handlebar trigger holding the dump valve open. Mine does that when it has stood a while. Otherwise , low oil level or ram seals. Ram caps usually unscrew to allow access to the piston. Anywhere that does jacks or hydraulics should be able to assist.
There is normally a hex head with a copper or fiber washer you remove, to add oil.
Some also have a dipstick on the nut you remove.
