Note that a frame has many small tubes, your going to be using a small tip and putting the paint down at a slow rate rather than flooding a large panel with full fan - the aerosol overspray cloud will be minimal.
Iso 2k direct gloss can also be safely brush painted, which on a frame may be adequate.
I feel a bike frame is small enough that in a well ventilated outside area and with a new correctly fitting filter mask, the exposure risk is low enough that I would carefully consider spraying. I have sprayed iso 2k clear on a petrol tank and other smaller peices which came out very nicely.
The problem with powder coat is the slightest chip or damage will allow water in. The powder coat layer is far stronger than its bond to the metal, which means the water will spread underneath it. Once that happens its scrap. A bike frame is quite exposed to damage, so its a poor choice. Also looks rubbish, IMO.
