paint chippng off

So ive shot-blastted some parts de-greased, primmed with epoxy primmer, left to dry for a few hours etc then same day given a first coat of Lechlar 2K macrofan. this has been left to dry for a week.
Although the paint is dry and hard i can scrap bits off with my finger nail (see photo) this cant be right any ideas what ive done wrong?

From the photo, which is not that easy to see, the bits that have come off appear to be over some sort of pitting?...little marks or indentations in the centre of each one, have they held something thats caused a reaction...looks like a few more 'bubbles' to the right hand side.

Is it just the top coat that's coming off, or right back to bare metal?

It is just the topcoat coming off. I dont think there was anything to cause a reaction, i think what you can see is bumpy bit of steel (old rust indendation) it was a U-bolt off the axle.
being able to scrape off the paint is consistant along the whole surface.

Did you key the epoxy before laying on the macrofan primer ???

Oh Bu**** looks like i forgot to key the epoxy...
