PU based might I addWhat ever you do, do not put silicone anywhere near your car as that will guarantee problems when painting it, use a proper automotive sealant like sikaflex, tigerseal etc

Some of it evaporates.WD 40 will evaporate, but it depends what you mean by "full". Do you mean like a swimming pool - the cavity is full of liquid?
If so I don't know what to suggest - maybe need to drill a drain hole into it.
I see the gaffer tape weld had been used at some time,lolIf you’re getting water coming into the van from the hightop then sealant in the cavity isn’t going to cure it. Water means holes.
