Some people wipe too much and it leaves the surface with contamination.
Dusted with a microfibre and then blown over.
Ah, likely your issue, particularly if it had been washed and fabric softener added. Never touch the paint with anything but panel wipe with dedicated cloth, or tack cloths used lightly.

No.
I have not been using panel wipe, as the parts are (usually, although I guess I may have delayed this time?) painted direct from sanding, so, my thinning is, any minor contaminants will have been abraded away.
Unless going wet on wet, always panel wipe, abrade, panel wipe, tack cloth before the next coats. You can "abrade in" contaminants.
