I used to do this a lot (often buying a cheap winter project with no log book, apply for the logbook - when it arrives I start tidying the car / bike ready for the spring).
It was very simple, just fill in the form and wait a few weeks. DVLA send a letter to the registered keeper to let them know you have applied - it the keeper does nothing you get a new logbook in your name.
Cost was reasonable, I think it's around £25 these days.

Once you get the logbook you need to tax it or declare it SORN, you can't do anything before then as it's not in your name yet.

As said previously,

Get reg and vin and apply for log book.
That is a nice car for free and would happily snap their hand off.
Even if it was to polish it up and sell on.

Even we buy any car would be a decent profit payday for a couple hours work.

Cheers, I've printed off the form and have all the details now, should get it posted off tomorrow.
They quote 4-6 weeks unless there are issues.
I need to find somewhere to put it, it's not taxed - or I might tell him to tax it to allow me to take it off his hands

He's taxed it twice since its been back in the UK, so they must have (one) of his current address as the registered keeper!

At the minimum he must have used the 12 digit number from the current v5 logbook, I often tax cars using just the number even if my logbook is "somewhere safe" and I can't find it
