I used to do this a lot (often buying a cheap winter project with no log book, apply for the logbook - when it arrives I start tidying the car / bike ready for the spring).
It was very simple, just fill in the form and wait a few weeks. DVLA send a letter to the registered keeper to let them know you have applied - it the keeper does nothing you get a new logbook in your name.
Cost was reasonable, I think it's around £25 these days.
Once you get the logbook you need to tax it or declare it SORN, you can't do anything before then as it's not in your name yet.
