Odd bit of abandoned machinery.....

Was walking in the hills north of Dunkeld and came across this, anyone know what it is?

Downhill a bit, who let the beavers out! There were at least 100 felled trees round here.

would it be for some kind of sluice ?

Im thinking opening a gate or valve. It reminds me of traction engine steering

Its was about half a mile from a small dam, perhaps used to lift a sluice gate and then dumped when replaced?

It’s for turning something, as pressbrake says, it’s exactly the same as traction engine steering chains
