I was always told that if you followed the BS7671 you'd be working within the EAWR which is the legal one they'll use to try and prosecute you if something goes wrong.
i caught one out after they fitted a kitchen and they had a water leak . they took the cupboards back out and put a dehumidifier in . i went to the customer to put an extra socket in and noticed they had spured 3 sockets of the ring at one point
hadnt done the earth bonding and hadnt fit an rcd she rang them up to tell them and the gaffer was giving her the patter . i had a word and he said cant believe his electrician would do such a thing . i said well you better believe it and come and rectify it 
and i will be checking to make sure you do it . customer rang me up a week later and said it had been completed new db earth bonding and the ring split up if i cocked up id be well embarrassed for anyone to criticise my workThe only thing part P did was make it more difficult and expensive for the good guys to do legitimate work. Made no difference to the guys it was supposed to stop, rolled out and executed like the usual disaster you'd expect from those in charge.
It could have been an excellent solution if it had been executed sensibly! Now it is just a money making scam. Shame much could be said for a lot of professional bodies, gas safe?!

did you get any response back ?
do you know if the plumber has been banned from doing gas work like he should be ?
the reporting side of it is and a... they might investigate but highly not they may call in for a retest but thats it

There's nothing to say you can't work on your own (or even other people's gas) if you are competent but it is illegal to do so in the line of employment unless... etc. (paraphrasing)
