South Africa has an ID card system. The 'Book of Life' includes your ID number, driving licence, gun licence any other licence. Everyone must have one.
When I was seconded there everywhere I went on business asked for ID number on signing in. Many shops did too rather like so many places here used to ask for your email.
Once a colleague told me the format of the number I just made up a rational one and quoted that.
In 5 years no-one every queried it let alone checked it.

So it could possibly be innocent and a reflex automatic request.
