its only the main fuse they downgrade though the actual meter will still be capable of a greater amperagei don't see what the fuss is all about, a half decent power shower pulls enough power, ok th epower factor will be a bit diffrent but really.
i know when they fitted the new meter they downgarded us from 100A to 60 A i chould in theory overload that meter without much effort, in fact i'm now wondering what it'll do if i do that to it
I would say it's probably a historical thing as much as anything, 30 years ago there was nowhere near the amount of electrical appliances that you find in today's houses.I don't understand why they fit such small supplies, is it eco mentalism or lack of grid capacity?! probably right if you added all your usage up and divide by 24 hours, unless of course your heating is electricthe average pull of a house i remember being told was something silly low like 500w
5kva is small by todays standards even without a shower, the transformer would be flat out if they had an electric cooker and a dryer going at the same time, I bet there will be a few of those left in remote placesThere is suprising little load on some of the network,,most of the pole transformers we go to are not normally pulling over 60 amps per phase, and that is running a village! As long as we all downgrade our vacuum cleaners etc we should all be fine with the welders,lol.

If its a moan about power factor, every house has at least a fridge motor running,as well as a freezer one,,the power factor will be no where near 1 so for occasionl use i wouldn't worry,, a 60 Amp fuse will take a lot more than that to blow it,,
