Nope. That’s what I originally thought, but the moving bit pushes down, doesn’t pull back like a riveter. There is also quite a substantial gap between the moving and fixed halves when closedPop rivets?

I think you might be on the right track there,having looked at it again.Coax or satellite cable crimping tool?
Look at the second photo.Clearly the handles move the slide & the “former” forward + there are two more “formers” of differing sizes in the handle. What about a photo of the inside of the other end the “anvil” it might give a clue to its purpose.

Very similar, except mine has a little catch that holds the cable in..Never seen one in the flesh though but it looks the sameish apart from colour
