I think you're right, glass tubes and stir rods, here's modern one.Bit of a guess here. Think it could be for scoring a nick in narrow bore glass tubing so as to snap it in two. We used to use a small file to do the same.

Interesting ........ a tubed glass breaking edged baton type tool device ?
