A secondary use back in the 80's - sold, expensively, as a strong rubber band to hold the "crash-back" front suspension on the 1/10 scale off road racing buggy, the Schumacher CAT

My uncle used to use a similar tool to put rings on race pigeons

You need to recalculate on your prong counting

So webbing pliers seems to be the likely identification then?
These do seem heavier and thicker then the ones I can find online but it's the most likely explanation.
The set on ebay was £25....

I've got one of those, I thought it was for Hellermann boots, I think I'll go give it a wash!

Virtually identical to the Hellerman tool (of which I have two), but the prongs are blunt unlike the pointed ones on the sleeving tool.
