Those are webbing pliers used to put the webbing on sofas or chairs when they are being upholstered. Webs being strips of canvas,leather or synthetic webbing . Old version of these

For stretching canvas over frames.
Grip the canvas, the pull them round the frame. The felt protects the wooden frame.
