I can't say I see any of what you're seeing. As I understand it, the bolts run into captive nut plates in the casting and would be used to fasten the black casting to a panel or bracket. The silver pin under the pull loop is a parallel (maybe knurled/splined) pin, presumably to attach the die cast handle to the sheet steel linkage inside.It could be a height setting tool for some kind of clip or track, there appears 2 height adjustable feet bu allen screw on the outside bottom the handle I presume is also attached/part of the black pin and the silver clips hold the possible clip/track against the black pin and release when the handle is lifted, after setting the height or glue sets........just a guess......

You are right, the catch makes no sense for a bonnet.It's a single action latch so not going to be for anything safety critical like a bonnet,
