No it's engaging as far as I can tell. Might just be out of adjustment? It's in the same place now as it was when I took it off.Have a look at your pics, I assume you haven't put the release rack back in the right position for the pinion to engage.
Can you post a picture of the overall thing overflowing? Where are you connecting the level tube to?
the above doesn't look right, the tube should replace the overflow pipe and come down vertically then up the side of the carb, yours seems to come out at right angles to the carb.
If you leave the float bowl off and lift the float up gently it should stop the fuel coming through. If it doesn't then there is something wrong with the valve.
If the fuel flow cuts off and you put the float bowl back on and the fuel doesn't cut off then there is something interfering with the float movement.

Haha!No wonder it doesn't shut off! That's the breather for the fuel reservoir.
The inlet pipe is the one below it pointing 45' down.
HmmmHave you put the cover on the brass on the inlet rubber?
Have a look in the parts diagram for the hose.
