Perhaps it was a relative of the person who did this.

Vice set me back $30 which wasn’t too bad considering how scarce equipment is here. It’s a really nice design, very rigid, and miles above the little Record 412 which cost me $15 more a year earlier.

Last time I painted up by big drill press vice - I TIG brazed the couple of holes up then filed them flush.

Be a few quids worth of silicon bronze into the above vice.

My thoughts too. However, even the Nippy vices we have (possibly as old as the 50yo school) are nowhere near as 'battle scarred' as that!!!

I think I'd go the extra fiver and get this... which might be made in Czech (or might be Chinese), but given the state of that piece of junk, even a cheapy Chinese one will likely be better than it. If this one is actually Czech-made, I'd be reasonably happy, as the Czechs have been producing decent machinery for a long time.
