That's the headstock and that groove that runs around the top edge is designed to catch splash oil off those gears and feed it to the spindle bearings. so make sure that the oil level never drops so low that the gears are not in it. It's fairly normal for the spindle to leak oil on these older lathes, just keep it topped up. Hydraulic oil is a fairly safe bet but usually there will be a plate on the lathe telling you what it should have.
If I had to guess I would put that lathe at late 30's early 40's. Do you have all the change wheels as listed on the plate? Handy to have that 127 so you could cut metric threads.
